Международная федерация шахмат (ФИДЕ)

Настоящим письмом Белорусская федерация шахмат свидетельствует свое почтение Международной шахматной федерации и подтверждает приверженность всем спортивным принципам.
В это же время БФШ выражает озабоченность относительно опубликованного на официальном сайте заявления внеочередного заседания Совета ФИДЕ от 27.02.2022, согласно которому приостановлено членство БФШ с одновременным введением ряда ограничений:
- запрет на проведение официальных шахматных соревнований и мероприятий ФИДЕ в Беларуси;
- запрет на и использование флагов, гимнов и национальных символов;
- расторжение всех существующих спонсорских соглашений с любыми белорусскими санкционными и/или контролируемыми государством компаниями и запрет на заключение новых спонсорских соглашений с любыми такими компаниями.
Данное решение ФИДЕ затрагивает интересы более 3 тыс. членов Белорусской федерации шахмат. Более того, оно стало основанием для Европейского шахматного союза о введении санкций в отношении БФШ, включая приостановление членства. В этой связи решение ФИДЕ было предметом пристального рассмотрения на внеочередном заседании исполкома федерации.
В соответствии с общепризнанными принципами Международной шахматной федерации взаимоотношения между её членами основываются на принципах равноправия и взаимного уважения. Вместе с тем по мнению БФШ принятые ограничения носят явно предвзятый и уничижительный характер, более того, они являются юридически необоснованными и не содержат указаний о совершении членами БФШ конкретных нарушений.
Обращаем Ваше внимание на то, что, как следует из самого заявления ФИДЕ поводом для введения санкций в отношении БФШ стало «серьезная обеспокоенность военной акцией, начатой Россией в Украине». При этом, мотивированных претензий в адрес БФШ нет.
При таких обстоятельствах согласиться с санкциями в адрес БФШ нельзя.
Учитывая изложенное, просим дать соответствующие разъяснения со ссылкой на Устав ФИДЕ и другие документы относительно обоснованности принятых санкций либо отменить их как эмоциональные и преждевременно принятые.

With this letter, the Belarus Chess Federation pays respect to the International Chess Federation and confirms its adherence to all sports principles.
At the same time, the Belarus Chess Federation expresses its concern regarding the statement of the extraordinary meeting of the FIDE Council dated
February 27, 2022, published on the official website, according to which the membership of the Belarus Chess Federation was suspended with the simultaneous introduction of a number of restrictions:
- a ban on holding official chess competitions and FIDE events in Belarus;
- a ban on the use of flags, anthems and national symbols;
- termination of all existing sponsorship agreements with any Belarusian sanctioned and/or state-controlled companies and a ban on entering into new sponsorship agreements with any such companies;
This FIDE decision affects the interests of more than 3 thousand members of the Belarus Chess Federation. Moreover, it became the basis for the European Chess Union to impose sanctions on the Belarus Chess Federation, including the suspension of membership. In this regard, the decision of FIDE was the subject of close consideration at an extraordinary meeting of the Executive Committee of the Federation.
In accordance with the generally recognized principles of the International Chess Federation, relations between its members are based on the principles of equality and mutual respect. At the same time, in the opinion of the Belarus Chess Federation, the adopted restrictions are clearly biased and derogatory, moreover, they are legally unjustified and do not contain indications of specific violations committed by members of the Belarus Chess Federation.
We draw your attention to the fact that, as follows from the FIDE statement itself, the reason for imposing sanctions on the Belarus Chess Federation was “serious concern about the military action launched by Russia in Ukraine”. At the same time, there are no motivated claims against the Belarus Chess Federation.
Under such circumstances, it is impossible to agree with the sanctions against the Belarus Chess Federation.
Considering the above, kindly ask you provide appropriate explanations with reference to the FIDE Charter and other documents regarding the validity of the adopted sanctions, or cancel them as emotional and prematurely adopted.
